According to the Guardian, an English Newspaper, the former leader of the Liberal Democrats, Lord Ashdown, warned his party on September 15, 2008, that there was a real chance of Afghanistan slipping into civil war.
Back in December 2007, he sent a memo to the British government saying: "We do not have enough troops, aid or international will to make Afghanistan much different from what it has been for the last 1,000 years."
Ashdown admitted that a change in the White House might be the answer. He said: "A new president in the US might just be able to do this. Indeed, given [Barack] Obama's courageous statements in favour of multilateralism and dialogue with old enemies, he might well be the single person in the world best placed to pull off such an enterprise."
